Design, Management, and Evaluation of HIV/AIDS Programs

Since 2003, Global Health Action has offered regular
Design, Management, and Evaluation (DM&E) courses in Africa.
To date, there have been more than 20 DM&E courses, which have
trained health professionals, program managers, and community leaders
from 30 African countries. Annual courses designed for English-
or French-speakers have been held in Kenya, Ghana, and Senegal,
with other countries scheduled for coming years.
This 10-day DM&E course, with a typical class
size of 25 participants, covers the fundamental concepts and tools
for developing, managing, and sustaining HIV/AIDS programs. The
course addresses four interrelated topics:
- Leadership
and management of social change organizations
- Program
planning and project design, with a focus on HIV/AIDS program
- Proposal
writing
- Project
monitoring and evaluation
Course participants acquire knowledge and skills
that are applicable to existing or newly-designed projects or programs.
The course also specifically addresses the challenges and factors
that influence the success of Africa-based programs and projects.
Purpose
To enable health professionals, program managers,
and other course participants to learn and practice the programmatic
tools and practical skills required to lead, develop, design, manage,
monitor, and evaluate sustainable community-based HIV/AIDS projects.
Objectives — Participants will:
- Acquire
knowledge and awareness of effective leadership skills
- Understand
the design, implementation, and management of sustainable programs
including reporting
- Learn
how to create effective, well-structured project proposals
- Understand
the importance and implementation of monitoring and evaluation
components
- Develop
and implement an action plan for a community-based HIV/AIDS project
Training Methodologies and Working Techniques
This course – and all of Global Health Action’s
trainings – emphasizes practical and experiential learning
and includes:
- Class
presentations and small group discussions
- An
emphasis on case studies, simulation practice, role-playing, and
coaching
- Site
visits to experience and learn from different on-the-ground programs
- Recognition
of the importance of peer-to-peer learning
- Built-in
opportunities for networking
Course Facilitators
Global Health Action’s facilitators are professionals
with extensive field experience in international health, community-based
health, social sciences, and collaborative partnerships.
The Global Health Action Network
In addition to the knowledge, skills, and practice gained during
the course and the take-away manual, hand-outs, and other resources
that are included, each course graduate becomes part of the Global
Health Action Network and its mission to combat HIV/AIDS. Graduates
are also invited to participate in GHA’s website discussion
group, where they can:
- Provide
and solicit information and suggestions about best practices,
innovative ideas, and challenges regarding HIV/AIDS programs.
- Pose
questions and invite debate on issues and factors surrounding
HIV/AIDS programs and effective organizational management.
- Share
with colleagues how the new knowledge and skills they have gained
are making a difference in their work and their community.
- Receive
technical assistance from GHA via e-mail.
Seed Grants
After graduation, course participants are eligible
to submit a proposal and compete for a $5,000 seed grant for their
organization to implement a community-based HIV/AIDS project. One
organization per course is awarded a grant, and every proposal and
project receives constructive feedback from the GHA trainers, with
ideas and suggestions to improve the project and plan.

The course is intended primarily for ministry and
public health officials, program managers, project directors, and
other health professionals who are responsible for program development
and management. For instance:

and leaders from Community-Based Organizations and Faith-Based
Organizations
- Government
health officials
- Nurses
and other community health center practitioners
- Community
leaders
- Local,
national, and international NGO program managers
Costs
One price covers course tuition, the training manual,
all hand-outs and educational tools, and transportation for local
site visits, as well as lunch, and morning and afternoon snack breaks
for all ten days of the course. The price also includes follow-up
through the GHA Network.
Participants are responsible for their own travel
costs and visas and for securing and paying for their accommodations
and incidentals. GHA can provide a list of nearby affordably-priced
lodging options.
There
are discount prices for early registration or for groups of four
or more.
